How to immigrate to Canada through the Provincial Nominee Program (PNP)

The Provincial Nominee Program (PNP) is an immigration pathway for people who are willing to settle in a specific Canadian province or territory. These individuals are nominated by the respective province based on their eligibility. 

The criteria for eligibility is determined by the province which will decide if a candidate meets their economic or labour market needs. The prospective immigrant will show this eligibility by displaying the skills, education, and work experience necessary to contribute to the economy of the province. 

You can either be nominated by a province under an Express Entry PNP stream or a non-Express Entry PNP stream.

Nomination under an Express Entry PNP stream

This can be approached in one of two ways. You can apply to the province of your choice and if they agree to nominate you, you then create an Express Entry profile and show your nomination. 

Alternatively, you can create an Express Entry profile first and specify the provinces you would like to settle in. Interested provinces can then send you a “notification of interest” so you can contact them and apply.

Nomination under a non-Express Entry PNP stream

For this option, you’ll apply to a specific non-Express Entry stream of the province you’ve chosen. If you’re nominated, you’ll then submit a paper-based application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC). This application will include necessary documents like a police clearance certificate, medical assessment, proof of language proficiency and educational credential assessment.
